It is the purpose of this Chapter to propose and advocate constructive means for the improvement and functioning of Independent Special Districts within the North Los Angeles County (Antelope Valley/Santa Clarita Valley) and to assist such Independent Special Distrtics and their governing bodies to provide an effective and efficient government that will result in benefits to the public and to cooperate with and support CSDA in fulfilling its mission. This chapter will not engage in activities for the pecuniary gain or profit of the Chapter members.
